Shelton spoke April 15 in Bldg. 4029 to about 90 members of the 38th Cyberspace Engineering Installation Group.<\/p>\n<p>&#8220;If there ever was a time for innovation, this is it,&#8221; General Shelton said. &#8220;That&#8217;s the only way we&#8217;re going to get through these next few years of declining budgets.
