Jeffery Dickens, transmissions systems manager, Air Force Integration Center, Scott Air Force Base, Ill., Tech. Sgt. Edward Domser, electro-mechanical team critical task supervisor, Malmstrom AFB, Mont., and Tech. Sgt. Walter Donoghue, assistant noncommisioned officer-in-charge missile security control, Minot AFB, N.D., were personally told about their on-the-spot promotion, or STEP promotion, from Gen. C.
