Bush submitted <br \/>\nan amendment to his fiscal year 2003 budget request to <br \/>\naccelerate implementation of a new Integrated Space <br \/>\nTransportation Plan (ISTP) for NASA.<br \/>\n<!--more--><br \/>\nDriven by the agency&#8217;s new vision and mission, the Administration <br \/>\nreleased details of a new, coordinated shift in three <br \/>\nof the agency&#8217;s important space flight programs. <\/p>\n<p>\nA new Integrated Space Transportation Plan (ISTP) is <br \/>\ndesigned to benefit the International Space Station, <br \/>\nSpace Shuttle, and NASA&#8217;s science and research <br \/>\nobjectives. The new ISTP dedicates more resources to <br \/>\nthe Space Station program; provides additional funding <br \/>\nto extend the life and enhance the safety and <br \/>\nreliability of the agency&#8217;s orbiter fleet; boosts <br \/>\nfunding for science-based payloads and research; and <br \/>\nrestructures NASA&#8217;s Space Launch Initiative (SLI), <br \/>\noriginally designed to identify next-generation <br \/>\nreusable launch vehicle technology.<\/p>\n<p>\nThe new ISTP reflects important changes to NASA&#8217;s <br \/>\nfive-year budget plan, but keeps costs within the <br \/>\noriginal 2003 fiscal budget.<\/p>\n<p>\n&#8220;The Bush Administration is proposing a comprehensive, <br \/>\nstrategic approach to link these critical programs to <br \/>\nspace transportation objectives,&#8221; said NASA <br \/>\nAdministrator Sean O&#8217;Keefe. &#8220;The new ISTP coordinates <br \/>\nour investments to enable science-driven exploration <br \/>\nand provides continued safe and reliable human access <br \/>\nto the International Space Station, &#8221; he said.<\/p>\n<p>\nA crucial component of the new ISTP is the development <br \/>\nof a crew transport vehicle. The concept of an Orbital <br \/>\nSpace Plane reflects NASA&#8217;s need to ferry Space <br \/>\nStation crewmembers and to ensure that a capability <br \/>\nexists to get the crew home if there&#8217;s an emergency. <br \/>\nThe concept will be the immediate objective of SLI&#8217;s <br \/>\nnew research efforts.<\/p>\n<p>\nAdministrator O&#8217;Keefe said the Orbital Space Plane is <br \/>\nbeneficial on several levels. &#8220;It&#8217;s based on existing <br \/>\ntechnologies and therefore lowers risk and is more <br \/>\naffordable. It will replace the Space Shuttle as the <br \/>\nprimary crew transport vehicle, freeing the orbiter <br \/>\nfleet to focus on heavy cargo delivery,&#8221; he said.<\/p>\n<p>\nSLI would continue to identify future reusable launch <br \/>\nvehicle technology through a new Next Generation <br \/>\nLaunch Technology program, investing money in <br \/>\npropulsion, structures and other key areas.<\/p>\n<p>\n&#8220;NASA&#8217;s initial investment in the Space Launch <br \/>\nInitiative is what makes the new ISTP possible, and <br \/>\nSLI will continue to work to identify future <br \/>\ntechnologies that will eventually allow us to leave <br \/>\nlow Earth orbit,&#8221; concluded Administrator O&#8217;Keefe. <br \/>\n&#8220;SLI provided us with the direction, and we feel this <br \/>\nnew ISTP provides a tightly integrated, systematic <br \/>\napproach to address NASA&#8217;s future space transportation <br \/>\nneeds,&#8221; he said. <\/p>\n<p>\nDetails of the President&#8217;s budget amendment are <br \/>\navailable on the Internet at:<br \/>\n <a href=\"http:\/\/www.whitehouse.gov\/news\/\" target=\"blank\"><br \/>\nhttp:\/\/www.whitehouse.gov\/news\/ <\/a><\/p>\n<p>NASA&#8217;s vision and mission statements are available on the Internet at:<br \/>\n<a href=\"http:\/\/www.nasa.gov\/bios\/vision.html\" target=\"blank\"><br \/>\nhttp:\/\/www.nasa.gov\/bios\/vision.html <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>On November 13, 2002, President George W.
