C. Robert Kehler, Air Force Space Command commander, delivered to an unsuspecting NCO during what was supposed to be safety video-teleconference between AFSPC and the National Reconnaissance Office Dec. 22.<\/p>\n<p>&#8220;It was a complete surprise,&#8221; said an obviously surprised Mater Sgt.
