USAID deployed an elite Disaster Assistance Response Team on Nov. 17, 2020, to lead the U.S. response to Hurricanes Eta and Iota.<\/div>\n<div class=\"hds-credits\">USAID\u2019s Bureau for Humanitarian Assistance<\/div>\n<\/figcaption><\/div>\n<\/div>\n<\/div>\n<p>After years of development and testing, NASA\u2019s Landslide Hazard Assessment for Situational Awareness model (<a href=\"https:\/\/gpm.nasa.gov\/landslides\/projects.html\" rel=\"noopener\" target=\"_blank\">LHASA<\/a>) has been integrated into the Pacific Disaster Center\u2019s (PDC) multi-hazard monitoring, alerting, and decision-support platform, <a href=\"https:\/\/www.pdc.org\/disasteraware\/\" rel=\"noopener\" target=\"_blank\">DisasterAWARE<\/a>. LHASA allows researchers to map rainfall-triggered landslide hazards, giving DisasterAWARE users around the world a robust tool for identifying, tracking, and responding to these threats. The aim is to equip communities with timely and critical risk awareness that bolsters disaster resilience and safeguards lives and livelihoods.<\/p>\n<p>Landslides <a href=\"https:\/\/geoenvironmental-disasters.springeropen.com\/articles\/10.1186\/s40677-022-00205-6#:~:text=Abstract,at%20USD%2020%20billion%20annually.\" rel=\"noopener\" target=\"_blank\">cause thousands of deaths<\/a> and billions of dollars in damage every year. Developing countries often bear <a href=\"https:\/\/www.preventionweb.net\/news\/global-toll-landslides-heaviest-developing-countries\" rel=\"noopener\" target=\"_blank\">disproportionate losses<\/a> due to lack of access to hazard early warning systems and other resources for effective risk reduction and recovery. Reports from the <a href=\"https:\/\/www.undrr.org\/early-warnings-for-all\" rel=\"noopener\" target=\"_blank\">United Nations Office for Disaster Risk Reduction<\/a> emphasize that early warning systems and early action are among the most effective ways to decrease disaster-related deaths and losses.<\/p>\n<div id=\"\" class=\"hds-media hds-module wp-block-image\">\n<div class=\"margin-left-auto margin-right-auto nasa-block-align-inline\">\n<div class=\"hds-media-wrapper margin-left-auto margin-right-auto\">\n<figure class=\"hds-media-inner hds-cover-wrapper hds-media-ratio-none \"><img decoding=\"async\" width=\"1920\" height=\"954\" src=\"\" class=\"attachment-2048x2048 size-2048x2048\" alt=\"A map of Earth, with oceans shaded as black and land as gray. That\u2019s what defines LHASA: it works all the time and it covers most regions of the world,\u201d says Robert Emberson, <a href=\"https:\/\/disasters.nasa.gov\" data-type=\"URL\" data-id=\"https:\/\/disasters.nasa.gov\" rel=\"noopener\" target=\"_blank\">NASA Disasters<\/a> associate program manager and a key member of the <a href=\"https:\/\/landslides.nasa.gov\" data-type=\"URL\" data-id=\"https:\/\/landslides.nasa.gov\" rel=\"noopener\" target=\"_blank\">NASA landslides<\/a> team. \u201cThanks to our collaboration with the Pacific Disaster Center, this powerful landslide technology is now even more accessible for the communities that need it most.\u201d<\/p>\n<p>LHASA uses a machine learning model that combines data on ground slope, soil moisture, snow, geological conditions, distance to faults, and the latest near real-time <a href=\"https:\/\/gpm.nasa.gov\/data\/imerg\" rel=\"noopener\" target=\"_blank\">precipitation <\/a>data from NASA\u2019s IMERG product (part of the Global Precipitation Measurement mission). The model has been trained on a <a href=\"https:\/\/gpm.nasa.gov\/landslides\/about.html\" rel=\"noopener\" target=\"_blank\">database<\/a> of historical landslides and the conditions surrounding them, allowing it to recognize patterns that indicate a landslide is likely.<\/p>\n<p>The result is a landslide \u201cnowcast\u201d \u2013 a map showing the potential of rainfall-triggered landslides occurring for any given region within the past day. This map of hazard likelihood can help agencies and officials rapidly assess areas where the current landslide risk is high. Landslides can destroy infrastructure and impede the movement of people and life-saving aid. <\/div>\n<div class=\"hds-credits\">United Nations World Food Programme<\/div>\n<\/figcaption><\/div>\n<\/div>\n<\/div>\n<h2 class=\"wp-block-heading\">Partnering to Protect the Vulnerable<\/h2>\n<div style=\"height:33px\" aria-hidden=\"true\" class=\"wp-block-spacer\" \/>\n<p class=\"has-text-align-left\">Generating landslide nowcasts is merely the first step. To be truly effective, vulnerable communities must receive the data in a way that is accessible and easy to integrate into existing disaster management plans. That\u2019s where the Pacific Disaster Center comes in.<\/p>\n<p>PDC is an applied research center managed by the University of Hawaii, and it shares NASA\u2019s goal to reduce global disaster risk through innovative uses of science and technology. \u00a0Its flagship DisasterAWARE software provides early warnings and risk assessment tools for 18 types of natural hazards and supports decision-making by a wide range of disaster management agencies, local governments, and humanitarian organizations. Prominent users include the International Federation of Red Cross and Red Crescent Societies (IFRC), the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA), and the World Food Programme (WFP).<\/p>\n<p>\u201cThe close pairing of our organizations and use of PDC\u2019s DisasterAWARE platform for early warning has been a special recipe for success in getting life-saving information into the hands of decision-makers and communities around the world,\u201d said Chris Chiesa, PDC deputy executive director.<\/p>\n<p>The collaboration with PDC brings NASA\u2019s landslide tool to tens of thousands of existing DisasterAWARE users, dramatically increasing LHASA\u2019s reach and effectiveness. It then uses the data to generate landslide hazard alerts for a chosen region that the DisasterAWARE mobile app pushes to users. These alerts give communities critical information on potential hazards, enabling them to take protective measures.<\/p>\n<p>DisasterAWARE also creates comprehensive regional risk reports that estimate the number of people and infrastructure exposed to a disaster \u2013 focusing specifically on things like bridges, roads, and hospitals that could complicate relief efforts when damaged. In 2022, they deployed a <a href=\"https:\/\/appliedsciences.nasa.gov\/our-impact\/news\/nasa-partnership-launches-groundbreaking-new-global-flood-early-warning-technology\" rel=\"noopener\" target=\"_blank\">NASA global flood modeling tool<\/a> to enhance DisasterAWARE\u2019s flood early-warning capabilities. They have also shared data and expertise during multiple disasters, including <a href=\"https:\/\/appliedsciences.nasa.gov\/what-we-do\/disasters\/disasters-activations\/hurricane-iota-2020\" rel=\"noopener\" target=\"_blank\">Hurricane Iota in 2020<\/a>, the <a href=\"https:\/\/appliedsciences.nasa.gov\/what-we-do\/disasters\/disasters-activations\/haiti-earthquake-landslides-flooding-2021\" rel=\"noopener\" target=\"_blank\">2021 earthquake in Haiti<\/a>, and the devastating August 2023 <a href=\"https:\/\/appliedsciences.nasa.gov\/what-we-do\/disasters\/disasters-activations\/hawaii-wildfires-aug-2023\" rel=\"noopener\" target=\"_blank\">wildfires in Maui<\/a>, PDC\u2019s base of operations.<\/p>\n<p>\u201cThe LHASA model is all <a href=\"https:\/\/github.com\/nasa\/LHASA\" rel=\"noopener\" target=\"_blank\">open-source<\/a> and leverages publicly available data from NASA and partners,\u201d says Dalia Kirschbaum, lead of the NASA landslides team and director of Earth Sciences at NASA\u2019s Goddard Space Flight Center. \u201cThis enables other researchers and disaster response communities to adapt the framework to regional or local applications and further awareness at scales relevant to their decision-making needs.\u201d Kirschbaum and her team were recently <a href=\"https:\/\/www.nasa.gov\/centers-and-facilities\/goddard\/goddard-team-wins-nasa-2023-software-of-the-year-award\" target=\"_blank\" rel=\"nofollow noopener\">awarded<\/a> the prestigious NASA Software of the Year award for their work developing LHASA.\u00a0<\/p>\n<div id=\"\" class=\"nasa-gb-align-full width-full maxw-full padding-x-3 padding-y-0
