<time datetime=\"1999-07\">July\u00a01999<\/time>, the UNISPACE\u00a0<abbr title=\"three\">III<\/abbr> conference recommended the  establishment of an integrated, global system to manage disaster mitigation,  relief, and prevention efforts through international cooperation.<\/p>\n<p>&#13;<\/p>\n<p>In response to this call for action, the European Space Agency\u00a0(ESA) and France&#8217;s <span lang=\"fr\">Centre national d&#8217;\u00e9tudes spatiales<\/span>\u00a0(<abbr lang=\"fr\">CNES<\/abbr>) proposed a  groundbreaking initiative: the <strong>International Charter Space and Major  Disasters<\/strong>. The Canadian Space Agency\u00a0(<abbr>CSA<\/abbr>) joined this international effort by signing the Charter in <time datetime=\"2000-10\">October 2000<\/time>.<\/p>\n<p>&#13;<\/p>\n<p>Since its inception in <time datetime=\"2000-11\">November 2000<\/time>, the  Charter has played a crucial role in coordinating global satellite resources to  support emergency responses. It provides <strong>free, rapid access to satellite  imagery<\/strong> to <strong>support rescue and emergency responders<\/strong> around the world  and has repeatedly shown the power of international collaboration in addressing  natural and man-made disasters.<\/p>\n<p>&#13;<\/p>\n<p>As of <time datetime=\"2025-01-30\">January 30, 2025<\/time>, <strong>943 disasters have been imaged by contributing satellites in 136\u00a0countries worldwide<\/strong>.<\/p>\n<p>&#13;<br \/>\n&#13;<br \/>\n&#13;<\/p>\n<section>&#13;<\/p>\n<h2>The  Charter&#8217;s evolution over time<\/h2>\n<p>&#13;<\/p>\n<section>&#13;<\/p>\n<h3>Charter membership and  contributing satellites<\/h3>\n<p>&#13;<\/p>\n<p>Member space agencies and space system operators  cooperate on a voluntary basis, with no exchange of funds, with each organization  devoting resources to support the Charter. Including <span title=\"European Space Agency\">ESA<\/span>, <abbr lang=\"fr\" title=\"Centre national d'\u00e9tudes spatiales\">CNES<\/abbr>, and the <abbr title=\"Canadian Space Agency\">CSA<\/abbr>,  there are currently <strong>17\u00a0members<\/strong>.<\/p>\n<p>&#13;<\/p>\n<details>&#13;<\/p>\n<summary class=\"h4\">List ordered by the year in which each member officially joined the Charter<\/summary>\n<p>&#13;<br \/>\n\t\t\t&#13;<br \/>\n\t\t<\/details>\n<p>&#13;<\/p>\n<div class=\"row\">\n<div class=\"col-md-12 mrgn-tp-md\">\n<figure>&#13;<br \/>\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/www.asc-csa.gc.ca\/images\/actualites\/nouvelles\/2025-02-03-creation-charte-espace-catastrophes-membres-logo.jpg\" alt=\"Logos of the agencies listed above.\" class=\"img-responsive\"\/>&#13;<br \/>\n\t\t\t\t<\/figure>\n<\/p><\/div>\n<\/p><\/div>\n<p>&#13;<\/p>\n<p>The increase in Charter  membership and the growing number of Charter satellites has led to faster and  more comprehensive imaging capabilities. The Charter now has <strong>270\u00a0contributing satellites<\/strong>, including nine <span title=\"Synthetic aperture radar\">SAR<\/span> satellites, which allow  for thorough, 24\u00a0hours a day, 7\u00a0days a week, global coverage.<\/p>\n<p>&#13;<\/p>\n<ul>&#13;<\/p>\n<li>In <time>2023<\/time>, 26,764 optical and radar images were provided by the       Charter to support 63\u00a0disaster responses. For 90% of the <time>2023<\/time> Charter       activations, the first crisis post-event image was delivered within two\u00a0hours.<\/li>\n<p>&#13;\n\t\t<\/ul>\n<p>&#13;<\/p>\n<p>Third-party data contributors (<abbr title=\"That is\">i.e.<\/abbr>,  Earth observation\u00a0[<abbr>EO<\/abbr>] satellite owners or operators that are not Charter  members) have also expanded the satellite  data and enriched its quality. <\/p>\n<p>&#13;<br \/>\n\t\t&#13;<\/p>\n<details>&#13;<\/p>\n<summary class=\"h4\">List of current contributors<\/summary>\n<p>&#13;<br \/>\n\t\t\t&#13;<br \/>\n\t\t<\/details>\n<p>&#13;<br \/>\n\t<\/section>\n<p>&#13;<\/p>\n<section>&#13;<\/p>\n<h3>Improved access to  satellite data for Charter users<\/h3>\n<p>&#13;<\/p>\n<p>Launched in <time>2012<\/time>, the <strong>Universal  Access principle<\/strong> has allowed organizations to become Authorized Users\u00a0(<abbr>AUs<\/abbr>)  who may trigger Charter activations without being fully fledged Charter  members. <\/p>\n<p>&#13;<\/p>\n<ul>&#13;<\/p>\n<li>Since the principle came into effect, the number of <abbr title=\"Authorized users\">AUs<\/abbr> has almost       doubled: there are now 98\u00a0<abbr title=\"Authorized users\">AUs<\/abbr> from 87\u00a0countries.<\/li>\n<p>&#13;\n\t\t<\/ul>\n<p>&#13;<\/p>\n<p>Organizations entitled by the  Charter Board to promote and trigger the Charter on behalf of their clients  (known as Cooperating Bodies\u00a0[<abbr>CBs<\/abbr>]) have increased the frequency of Charter  activations. These <abbr title=\"Cooperating Bodies\">CBs<\/abbr> have also provided guidance and training to civil defence  organizations on the benefits of the Charter and the process for becoming  Charter <abbr title=\"Authorized users\">AUs<\/abbr> or members.<\/p>\n<p>&#13;<\/p>\n<ul>&#13;<\/p>\n<li>Two United Nations\u00a0(<abbr>UN<\/abbr>) organizations, namely the <abbr title=\"United Nations\">UN<\/abbr> Office for Outer Space Affairs (UNOOSA) and  the <abbr title=\"United Nations\">UN<\/abbr> Institute  for Training and Research (UNITAR\/UNOSAT), as well as the Sentinel Asia initiative for the Asia-Pacific region, have  official agreements with the International Charter for activating the Charter  on behalf of their users. <\/li>\n<p>&#13;\n\t\t<\/ul>\n<p>&#13;<br \/>\n&#13;<br \/>\n\t<\/section>\n<p>&#13;<\/p>\n<section>&#13;<\/p>\n<h3>Coordination Agreements for  enhanced emergency response<\/h3>\n<p>&#13;<\/p>\n<p>The Charter has signed coordination agreements  with the Copernicus  Emergency Management Service,  the Committee on Earth Observation Satellites Working Group on Disasters and United Nations&#8217; Global Disaster Alert and  Coordination System to increase the visibility  of <abbr title=\"Earth observation\">EO<\/abbr> data available to disaster responders and risk managers.<\/p>\n<p>&#13;<br \/>\n\t\t&#13;<br \/>\n\t<\/section>\n<p>&#13;<\/p>\n<section>&#13;<\/p>\n<h3>Advancing Charter  Operations: The Role of <span class=\"nowrap\">COS-2<\/span> and Charter Mapper Software<\/h3>\n<p>&#13;<\/p>\n<p>The<strong> COS-2 software<\/strong>, developed by <span title=\"European Space Agency\">ESA<\/span>,  manages the workflow of Charter activations. It has improved the efficiency and  timeliness of satellite data management, utilizing a Web interface to  facilitate the work of the different Charter operational staff members. Project  Managers\u00a0(<abbr>PMs<\/abbr>), Emergency on-Call Officers\u00a0(<abbr>ECOs<\/abbr>), and <abbr title=\"Authorized users\">AUs<\/abbr> have individualized  dashboards for completing tasks related to Charter activations.<\/p>\n<p>&#13;<\/p>\n<p>The<strong> Charter Mapper, an <abbr title=\"Earth observation\">EO<\/abbr>-based processing  environment<\/strong> to support activations that was implemented by  <span title=\"European Space Agency\">ESA<\/span>, has further enhanced the efficiency of operations by allowing <abbr title=\"Project managers\">PMs<\/abbr> and  value adders to visualize imagery in full resolution and execute processing  services. This then allows for the quick retrieval of geoinformation to provide  end users with quality value-added products in a timely manner. The Charter  Mapper is intended to ease access and use of the data collection from a Charter  activation, as datasets of interest can be downloaded directly from the  platform for processing using other software. The Charter Mapper has a suite of  processing services capable of retrieving geoinformation from multi-sensor  satellite imagery that can be used in value-added products such as burned area  maps, flood maps, etc.<\/p>\n<p>&#13;<br \/>\n\t\t&#13;<br \/>\n\t<\/section>\n<p>&#13;<br \/>\n<\/section>\n<p>&#13;<br \/>\n&#13;<\/p>\n<section>&#13;<\/p>\n<h2>Looking  towards the future<\/h2>\n<p>&#13;<\/p>\n<p>Looking ahead, the Charter remains committed to  driving innovation and embracing new opportunities. This includes fostering  greater collaboration among <abbr title=\"Earth observation\">EO<\/abbr> disaster services and expanding its network of  satellites and data sources. It also focuses on enhancing image processing  capabilities and welcoming new <abbr title=\"Authorized users\">AUs<\/abbr> and members. Most regions of the world are  well covered with Charter <abbr title=\"Authorized users\">AUs<\/abbr>; however, dedicated efforts and training may be  required in areas lacking coverage, in order to raise awareness and build  capacity for this humanitarian initiative.<\/p>\n<p>&#13;<\/p>\n<p>As the number of Charter activations grows each  year, with the last two years both being the most activations ever in a single  year, international collaboration and contributions from data contributors and  partners will become ever more important.
